Biographical Sketch Percy Vincent Long was born in Sonora, California, March 26, 1870. He studied law independently and was admitted to the California bar in 1892 and to practice before the United States Supreme Court in 1905. In 1903 he was elected City Attorney of San Francisco, a position which he held almost continuously until 1918. He then became assistant general counsel for the National Board of Fire Underwriters.
